Meetings that earn their time
If you cannot say what a meeting will decide, you probably do not need it.

Name the decision
Before sending an invite, finish the sentence: 'By the end of this we will have decided…'. If you cannot, send a written update instead.
Everyone invited should either contribute to the decision or be affected by it. Everyone else can read the notes.
